For the strongest colour, Manic Panic recommends pre-lightening your hair to at least level 9, with a level 10 base needed to take full advantage of the UV glow. On darker or unbleached hair, the lighter pigmentation means the vibrant ocean-teal result won’t develop as strongly and may be barely noticeable. The Classic High Voltage formula is semi-permanent, conditioning and comes in a resealable 118ml / 4 fl oz tub.
